Abstract: Population aging has led to a rapid increase in the number of individuals with physical and cognitive disabilities. Consequently, caring for this population has become an increasingly vital concern for families, governments, and society as a whole. The topic of caregiving, recognized as a critical component of overall health, is garnering growing attention. Effectively addressing the challenges posed by population aging necessitates the establishment of comprehensive long-term care systems in all aging societies. Long-term care not only constitutes a crucial aspect of the elderly social security framework but also serves as the bedrock for achieving healthy aging. Furthermore, caregiving-related economic activities and industry chains have emerged as new drivers for social and economic development.
Bio: Mr. Yang graduated from the prestigious University of Tokyo in Japan and has devoted 16 years to studying and working in the country. With an extensive background of almost 30 years in systematic planning and consulting within the domestic and international health sector, he has actively contributed to various projects. Notably, he led and participated in the “Clinical Nursing Information System Design and Development” project at the University of Tokyo Hospital and provided consultancy for the “Digital Hospital Development Planning” at the People’s Liberation Army General Hospital in China. Additionally, Mr. Yang offered his expertise in “Information Construction Consulting” at Peking Union Medical College Hospital and played a vital role in the “Construction Planning of Information System for Elderly Care Services in China” by the Ministry of Civil Affairs.
In 2015, he played a crucial role in the “Thirteenth Five-Year Plan for Health and Family Planning Development in Tibet Autonomous Region,” offering consultancy recommendations for a feasible grassroots medical and health service operation platform in Tibet. He also conducted research and provided advisory services on international experiences in medical services for remote areas. Furthermore, he actively participated in the “Strategic Research on the Development of National Health and Medical Services for the Whole Population” led by the Chinese Academy of Engineering and undertook the consultancy project “Development of a New Nursing Theory and System.” In 2019, Mr. Yang successfully completed the consultancy project “Planning for the Development of Elderly Health System in Kunshan.”
Since 2010, Mr. Yang has been a dedicated advocate for the advancement of China’s elderly health and long-term care system. In 2014, he took the initiative to establish the “Care School” WeChat group to foster the development of care disciplines. His efforts included introducing and translating classical works on Care Physiology and Care Economics, conducting significant research on gerontology encompassing aging, frailty, disuse, and physiological needs, as well as cognitive physiology and dementia care. These endeavors culminated in his influential work, “Fundamentals of Gerontology.” At the academic level, he actively contributed to building the foundational disciplines of geriatric medicine and offered courses on gerontology and long-term care. In Japan, Mr. Yang founded the esteemed academic forum series “Theory and Practice of Elderly Health,” creating a platform for stimulating scholarly discussions and exchange of ideas.

杨金宇毕业于日本东京大学,在日本连续学习工作16年。
有近30年的中外大健康领域系统规划设计和行业咨询规划经验。主持参与过日本东京大学附属医院等日本医院的《临床护理信息系统设计与开发》;中国人民解放军总医院等的《数字化医院建设咨询规划》;北京协和医院的《信息化建设咨询规划》;民政部的《我国养老服务信息化标准体系建设规划》等项目。2015年参与《西藏自治区 “十三五”卫生计生事业发展研究规划》,提供“建设西藏基层医药卫生服务运营平台的可行性研究项目建议”和”偏远地区医疗服务的国际经验”咨询研究报告。参与中国工程院《我国全民健康与医药卫生事业发展战略研究》;承担完成“新型护理理论及体系建设”咨询课题;2019年完成《昆山市老年健康体系建设规划》咨询项目。
2010年以来积极推动国内老年健康和长期照护体系建设,2014年建立照护学派(微信群)推动照护学科发展;;引进翻译照护生理学/照护经济学等经典著作,开展老年生理学(老化/衰弱/废用/生理需要)和认知生理与认知症照护等研究,完成《老年生理学基础》编写。在高校开展老年健康医学基础学科建设,开设老年生理学和长期照护系列课程。在日本创立《老年健康理论与实践》系列学术论坛。
